Skanska JV to lead $1.24B JFK roadways improvement project

Skanska, and joint venture partner, Halmar International LLC, have been awarded a contract by the Port Authority of New York and New Jersey (PANYNJ) to carry out the $1.24 billion design and reconstruction project at John F. Kennedy International Airport (JFK Airport) to enhance its road network.

The design-build project will focus on the central terminal area roadways, utilities, and ground transportation center (GTC) in Queens, New York. Parsons Corp. will serve as lead designer to the JV and the project will improve the roads in the airport area by creating an easier way to navigate and a more user-friendly experience.

The project includes the design and construction of the on-airport roadway transportation network, which includes roadway reconfiguration, traffic maintenance and protection, intuitive wayfinding, enhanced traffic technologies, at-grade pavement, retaining walls and bridges, as well as utility relocations and upgrades. The project will improve user connectivity and access to the surrounding terminals. Also included is the design and construction of a modern ground transportation center which will feature:

• A multi-level vehicle parking facility, with 1950 spaces for parking, equipped with electric vehicle charging stations and an eco-conscious timber façade.
• A 122-m (400-ft)-long elevated pedestrian bridge with canopies.
• A rainwater harvesting facility.
• Energy-efficient provisions for solar paneling.

The project is expected to reach final completion by December 2027.
