Online data and analysis company Timetric’s Construction Risk Index (CRI) found 24 out of 50 countries listed recorded improvements in their risk profiles in the fourth quarter of 2015.

Risk in advanced economies picked up marginally, offset by positive changes in emerging markets. Asia-Pacific, the Middle East, and Africa recorded marginal improvements in their general risk profiles, while Poland and the United Arab Emirates (UAE) had notable improvements as well. Poland is the European Union’s (EU’s) leading country in economic growth, and UAE is benefitting from improvements in terms of operating risk.

There were no changes in position in the top and bottom nine places. Greece, Argentina, and Venezuela remain the highest risk countries—a change in government in Argentina brings hope for a turnaround in its economic fortunes, but major challenges still exist. An economic recession and worsening fiscal position contribute to Brazil’s poor performance—it dropped five places and was downgraded to C1, which is moderate to high risk.

Sweden is still the lowest risk country in the CRI, although there are concerns from the ongoing rise in property prices and housing debts. The country was among the worst performers in terms of the change in risk scores in the fourth quarter 2015 update of the CRI. Western Europe suffered a worsening risk because of these trends in Sweden, but also because of Finland, which was downgraded to a B1-rating—a low to moderate risk. Eastern Europe was the best performer based on aggregate risk scores for major regions, mainly reflecting the improvements in Poland and Romania; however, it remains the highest risk region.
